重新初始化仓库：推送当前最新代码

以当前工作树为准重建仓库历史（原分叉历史已废弃）。包含：
- 前端：12 场景框架、侧栏折叠/展开、Header 固定、移动端抽屉菜单与遮罩、index.css 清理、vite-env.d.ts、页脚 ICP 备案号
- 后端：5 个接口（含 /api/mu-period-compare 运行环比）
- 备案信息.md 与 README
