内部工具配置页改造：仅保留模型类型/模型选择与保存按钮

- ToolSettings.vue 删除工具名称/内部 AI 服务/工具版本/配置说明
- 模型类型下拉：WISE-Agent / Workbuddy AI Plan / 自定义（默认 Workbuddy AI Plan）
- 模型选择联动：Workbuddy AI Plan 仅可选 Hy3·免费；WISE-Agent/自定义 仅占位项「...」且选择无效
- 保留保存配置按钮；沿用既有 Element Plus 组件与 var(--ant-*) 令牌样式
- 重新构建 dist-vue 并经 Playwright 端到端验证
